If your fence post is buried in the ground and it is rotted all you need to do is dig it up, get some quick set mortar mix from your local hardware store. Once the old post is out mix your mortar to the consistency of peanut butter. Put your new post in the ground and then pour in your mortar. Work quickly to level the post as this stuff sets up very fast.
If the fence post is rotted and in cement, you are going to have to dig another hole as close to the other cement foot as possible to add another footer. This time I would use a different product called “Sika Fence Post Mix” this stuff comes in a bag that you mix and dump in the hole.
It sets up in 3 minutes and is strong as any cement. The difference is it is easier to replace if needed than cement. I have used this product lots of times and love the outcome.
